Set-up/Driver won't start in Windows 7

I need to install my 6500 e709n on an older netbook I have that runs on Windows 7 (64 bit). When I down load the driver and click on the downloaded file, instead of starting the installation, it extracts the files. Then, I try dbl-clicking the Set Up.exe file, the progress circle starts, then stops,  and nothing happens. Then I try the HPzsetup, and the User account box pops up, but when I hit yes, it gows away and nothing happens.

I tried the HP print and scan doctor, but it gets to about 30% of the progress bar in the product search, then nothing happens.

Please Help!!
